The year 1800 opened in the British Parliament by a debate on an Address to the king, approving of the reply to an overture for peace by Buonaparte, as First Consul of France. The letter addressed directly to the king was a grave breach of diplomatic etiquette, and was answered by Lord Grenville, the Secretary for Foreign Affairs, in a caustic but dignified tone. A correspondence ensued between Lord Grenville and M. Talleyrand, as French Minister for Foreign Affairs; but it ended in nothing, as the British Minister distinctly declined to treat. If Buonaparte had been sincerely desirous of peace, he must have withdrawn the French army from Egypt, as it was there with the open declaration of an intention to make that country a stepping-stone to India. But, so far from this, Buonaparte was, at the same moment, preparing to make fresh and still more overwhelming invasions of Italy, Switzerland, and Germany, and the proposal was simply made to gain time.For this rebuff, to which he did not even venture an answer, Lord Palmerston speedily obtained a dexterous revenge. Kossuth, Bem, Dembinski, and some thousands of the Hungarian leaders, found refuge at Shumla, within the Turkish frontier. A joint and imperative demand was made by Austria and Russia upon the Sultan to deliver them up. This demand was enforced by two envoys from each Court. The pressure was resisted by the Sultan, who refused to yield to a demand which required him to violate his own honour, the national dignity, the dictates of humanity, and the most sacred rights of hospitality. He took this course at the risk of a rupture with Russia, and though he was pledged by treaty to refuse to shelter both Austrian and Russian malcontents. But he was strongly supported by Lord Palmerston and the French Government, who[582] having gained time by the Sultan's despatch of a special mission to St. Petersburg, ordered the British and French fleets to move up to the Dardanelles and Smyrna. Thereupon the autocratic Powers lowered their tone, Russia demanding only the expulsion of the Poles, Austria the internment of some thirty of the refugees. The refugees were removed to Kutaya, in Asia Minor, where they remained till August 22nd, 1851. On the 1st of September in that year Kossuth left Turkey. On his arrival at Marseilles he was refused permission to travel through France; but he was hospitably received at Gibraltar and Lisbon, and on the 28th of October arrived safely in England, where he was welcomed with unbounded enthusiasm. During these negotiations Palmerston had displayed a courage which raised his reputation both at home and abroad.

  • ONE:Had the sovereigns of Europe been in earnest in behalf of the King of France, and had they at once marched into the country, they could scarcely have failed to make themselves masters of Paris; though they might have precipitated the deaths of the king and queen. But, in truth, the kings of Europe were in no such chivalrous mood; they were thinking more of their own interests, and actually, some of them, planning the most disgraceful robberies of their neighbours. Spain, seeing no sign of coalition[387] amongst the northern sovereigns, expressed its friendly disposition towards the French Government, and prevented an attempt on its southern provinces, in which the Knights of Malta were to assist with two frigates. The French Emigrants at Brussels and Coblenz were in a state of agitation, declaring that Monsieur, who had now joined them, was the Regent of the kingdom, seeing that the king was a prisoner and had no will of his own. The poor king was compelled by the Assembly to write to them, disavowing these proceedings. As to the Powers in general, Leopold of Austria, who had the most direct interest in the rescue of his sister and her family, was, notwithstanding his recent declarations, desirous rather of peace and by no means pleased with the Emigrants. A declaration of allied sovereigns was, indeed, made at Pillnitz, that Prussia and Austria and Russia would advance to the rescue of Louis XVI.; but the more immediate object of the agreement made there was the dismemberment of Poland, which was determined in secret articles. Any concerted action on the part of the Powers was, in fact, rendered impossible by the action of Pitt, who, true to his policy of neutrality and of holding aloof from any interference in the domestic concerns of France, declined to sanction any appeal to arms.   • ONE:In the meantime the Chartists had made their preparations. The members of the National Convention met early in the morning at its hall in John Street, Fitzroy Square, and after this the members took their places in a great car, which had been prepared to convey them to the Common. It was so large that the whole Convention and all the reporters who attended it found easy accommodationMr. Feargus O'Connor and Mr. Ernest Jones sitting in the front rank. It was drawn by six fine horses. Another car drawn by four horses contained the monster petition, with its enormous rolls of signatures. Banners with Chartist mottoes and devices floated over these imposing vehicles. The Convention thus driven in state passed down Holborn, over Blackfriars Bridge, and on to the Common, attended by 1,700 Chartists, marching in procession. This was only one detachment; others had started from Finsbury Square, Russell Square, Clerkenwell Green, and Whitechapel. The largest body had mustered in the East, and passed over London Bridge, numbering about 6,000. They all arrived at the Common about ten o'clock, where considerable numbers had previously assembled; so the Common appeared covered with human beings. In all monster meetings there are the widest possible differences in the estimates of the numbers. In this case they were set down variously at 15,000, 20,000, 50,000, and even 150,000. Perhaps 30,000 was the real number present.In the presence of this great exciting cause the remaining business of the Session of the British Parliament appeared tame. Mr. R. Smith introduced a petition for Parliamentary reform from Nottingham, and this was followed by a number of similar petitions from other places: but whilst French emissaries and English demagogues were preaching up revolution, nobody would listen to reform, and a motion of Mr. Grey, to refer these petitions to a committee, was rejected by two hundred and eighty-two votes to forty-one. On the 25th of February Dundas introduced an optimistic statement of the affairs of India, declaring that dependency as very flourishing, in spite of the continuance of the war with Tippoo; and this was preparatory to a renewal of the charter of the East India Company, which was carried on the 24th of May. Francis, Fox, and others, opposed the Bill, and made very different statements in vain. The real condition of India was not destined to force itself on the nation till it came in the shape of a bloody insurrection, and seventy million pounds of debt, more than sixty years afterwards. FORE:Lord John Russell was immediately summoned from Scotland, and on the 11th arrived at Osborne, where he received her Majesty's commands to form a Government. On the ground that his party were in a minority in the House of Commons, Lord John Russell at first declined the honour presented to him; but on a paper being placed in his hands by the Queen, in which Sir Robert Peel promised, in his private capacity, to aid and give every support to the new Ministry in settling the question of the Corn Laws, he undertook the task. There was no amicable feeling between the new and the retiring Minister. Lord John Russell's letter, published a few days before, had excited as much attention for its bitter sarcasm against Sir Robert Peel as for the important change in the Whig policy which it announced. Lord John Russell held communication with the late Government, but through Sir James Graham. It was of importance to him to know more clearly the nature of that support which Sir Robert Peel's memorandum seemed to promise; and he was, therefore, anxious to know what the latter would consider a satisfactory settlement. This proposal, however, to the late Minister to become responsible for the measures of his successors was declined. Sir James Graham communicated to Lord John Russell the information as to the state of the country on which they acted; but Sir Robert Peel, through his colleague, declined to state the details of the measures which had lately been contemplated. Lord John Russell then gave, in writing, an outline of the measures which the new Cabinet would propose, and invited the opinion of the late Minister. Sir Robert Peel, however, still declined to take part in the plans of his opponents; and in a letter to the Queen, on the 17th of December, he stated the constitutional grounds on which he considered it improper that any one, not an adviser of the Crown, should take a part in the preparation of Ministerial measures. Lord John Russell thereupon immediately proceeded with his negotiations with his own party. It soon, however, appeared that the task he had proposed to himself was beyond his power. Earl Grey, who had agreed to take the Secretaryship of the Colonies in the new Ministry, suddenly declared that he would not join any Administration in which Lord Palmerston should hold the office of Secretary for Foreign Affairs. This unexpected accident was regarded by Lord John Russell as decisive. On the 20th of December he communicated the facts to the Queen, and begged to be relieved from the task he had undertaken.Two courses were now open to the Duke of Wellington and to Peelto resign, in order that Emancipation might be carried by the statesmen who had always been its advocates, and who might therefore carry it without any violation of consistency or of their own political principles. It was for not adopting this course that they were exposed to all the odium which they so long endured. But the question was, whether Lord Grey or Lord Lansdowne could have carried Catholic Emancipation even with the aid of the Duke of Wellington and Mr. Peel in oppositioncould have overcome the repugnance of the Sovereign and the resistance of the House of Lords. It was their decided conviction that they could not, especially with due regard to the safety of the Established Church. But being convinced that the time had come when the question ought to be settled, the Duke examined the second course that was open to him, and embraced it. It was this: that postponing all other considerations to what he believed to be a great public duty, he should himself, as Prime Minister, endeavour to settle the question.

FORE:[590]The most interesting of all the debates that occurred in the House of Commons during the Session of 1850 was that which took place on the foreign policy of Great Britain, particularly with reference to Greece. The House of Lords had passed a vote of censure upon the Government, by a majority of thirty-seven, on a motion brought forward by Lord Stanley, and folk were anxious to see how the House of Commons would deal with that fact. On the 20th of June Lord John Russell read the resolution, and said, "We are not going in any respect to alter the course of conduct we have thought it right to pursue in respect of foreign Powers, in consequence of that resolution." He concluded his speech with the following bold defiance, which elicited general and protracted cheering:"So long as we continue the Government of this country, I can answer for my noble friend [Lord Palmerston] that he will act not as a Minister of Austria, or of Russia, or of France, or of any other country, but as the Minister of England. The honour of England and the interests of Englandsuch are the matters that are within our keeping; and it is to that honour and to those interests that our conduct will in future be, as it has hitherto been, directed."

THREE:Far greater, however, as the wielder of human sympathies by the recital of wrongs and oppression, was William Godwin in his "Caleb Williams" and "St. Leon." "Caleb Williams" is a model for narrative: lively, clear, simple yet strong, moving in a rapid careerin fine contrast to the slow, wire-drawn progress of the later three-volume noveltill it winds up in an intensity of sensation. Then came Miss Burney, better known as Madame D'Arblay, with her "Evelina," "Cecilia," and "Camilla," returning again to the details of social life. Afterwards came Dr. John Moore with "Zeluco," etc.; Mrs. Inchbald with her charming "Simple Story;" Mrs. Opie with "The Father and Daughter" in 1801, followed by various other novels; and in the same year Miss Edgeworth commenced her splendid career with "Belinda," and in the next year "Castle Rackrent." To this period also belongs Lady Morgan with her "Wild Irish Girl," though she continued to live and write long after this reign.
THREE:In this utter desertion, the king prevailed on Lord North, who was already Chancellor of the Exchequer, to accept Grafton's post of First Lord of the Treasury, with the Premiership. Lord North, eldest son of the Earl of Guildford, was a man of a remarkably mild and pleasant temper, of sound sense, and highly honourable character. He was ungainly in his person and plain of countenance, but he was well versed in the business of Parliament, and particularly dexterous in tagging to motions of the Opposition some paragraph or other which neutralised the whole, or turned it even against them. He was exceedingly near-sighted, so much so, that he once carried off the wig of the old Secretary of the Navy, who sat near him in the House. For the rest, he was of so somnolent a nature that he was frequently seen nodding in the House when Opposition members were pouring out all the vials of their wrath on his head. He thought himself a Whig, but if we are to class him by his principles and his acts of administration, we must pronounce him a Tory.

FORE:Soon after the close of the Session in June, the king proceeded to Hanover, accompanied, as usual, by Townshend and the Duchess of Kendal. The state of his foreign relations demanded the utmost attention, and very soon underwent the most extraordinary changes. These were precipitated by the Duke of Bourbon, and were caused by the state of the French succession. The young king might have children, and the only reason why he might not have legitimate issue soon was that he was affianced to the Infanta, Mary Ann, Philip's daughter, then a mere child. Should he not have children, the young Duke of Orleans, the son of the late Regent, would succeed him. To prevent this contingency, the Duke of Bourbon, who had a violent hatred of Orleans, prevailed on Louis to dismiss the Infanta, and choose as queen some princess of mature age. He turned his eye for this purpose on the Princess Anne of England, but George declined the alliance, because the Queen of France was bound to become Catholic. The Princess Mary Leczinska was next fixed upon, daughter of the exiled Stanislaus of Poland, and the Duke of Bourbon then sent the Infanta back to Spain.

THREE:At the commencement of the Session a notice of a motion of want of confidence in the Ministry was given by Sir John Yarde Buller. He assigned as reasons for bringing forward the motion the disturbed and unsatisfactory state of the country, which he ascribed to the system of popular agitation, "nurtured and fostered," as he alleged, by the Ministers during the preceding two years. After a debate of four consecutive nights the motion was rejected by 308 votes to 287. The division was fairly satisfactory, and another source of gratification to the Ministry was the passing of the Irish Municipal Bill, which became law in spite of a characteristic protest from Bishop Phillpotts, who regarded the measure "as a deliberate and wilful abandonment of the cause of true religion which had provoked the justice of Almighty God and given too much reason to apprehend the visitation of Divine vengeance for this presumptuous act of national disobedience." In this Session Sir Robert Peel at last terminated the scandals connected with election committees by a plan which authorised the Speaker to appoint a general committee of elections, with the duty of selecting election committees to try each particular[471] case. Sir Francis Baring's Budget was a considerable improvement upon those of his indifferent predecessor, Mr. Spring-Rice, whose careless finance had produced no less than four successive deficits. He acknowledged a deficit of 850,000, and asked for a vote of credit. He further imposed an additional tax of 4d. a gallon on spirits, increased the customs and excise by 5 per cent., and the assessed taxes by 10 per cent.

FORE:Before Buonaparte, therefore, could proceed to Spain, he determined to meet the Czar at Erfurth, in Germany, by their open union to overawe that country, and to bind Alexander more firmly to his interest by granting him ampler consent to his designs on Turkey and on Finland. The meeting took place on the 27th of September, and terminated on the 17th of October. Both Emperors returned in appearance more friendly and united than ever, but each in secret distrusting his ally. Buonaparte, who was now intending in earnest to divorce Josephine, and marry a daughter of a royal house, by whom he might have issue, and thus league himself with the old dynasties, made a proposal for one of the Russian archduchesses, which was evaded by Alexander, on the plea of the difference of religion. Such a plea did not deceive the keen sagacity of Buonaparte; he felt it to result from a contempt of his plebeian origin, and a belief in the instability of his giddy elevation; and he did not forget it. To impress on Europe, however, the idea of the intimate union of the Czar and Buonaparte, they addressed, before leaving Erfurth, a joint letter to the King of Great Britain, proposing a general peace. To this letter Canning answered to the Ministers of Russia and France, that Swedenagainst whom the Czar had commenced his war of usurpationSpain, Portugal, and Sicily, must be included in any negotiations. The French and Russian Ministers, on the contrary, proposed a peace on the principle of every one retaining what they had got. This, Canning replied, would never be consented to; and the two emperors knew that very well, but the letter had served Buonaparte's purpose. It enabled him to tell France and the world how much he was disposed to peace, and how obstinate was Britain; it served to make the world believe in the close intimacy of the Czar and himself. He now hurried back to France, and, opening the session of the Corps Lgislatif, on the 25th of October, he announced that he was going to Spain to drive the "English leopards"for such he always absurdly persisted in calling the lions in the royal arms of Great Britainout of both Spain and Portugal. At street level we strive to meet the immediate needs of children at risk on the streets and platforms of India today. We have created a number of ‘child friendly stations’ with the help and engagement of the people who work at them, who now look out for and help children alone and at risk.

FORE:Told what no tongue could speak;All the traversers were found guilty. The Attorney-General did not press for judgment against the Rev. Matthew Tierney. Upon the rest Mr. Justice Burton, who was deeply affected, pronounced judgment on the 30th of May, in the following terms:"With respect to the principal traverser, the Court is of opinion that he must be sentenced to be imprisoned for the space of twelve calendar months; and that he is further to be fined in the sum of 2,000, and bound in his own recognisances in the sum of 5,000, and two sureties in 2,500, to keep the peace for seven years. With respect to the other traversers, we have come to the conclusion that to each shall be allotted similar sentences, namely, that they be imprisoned for the space of nine calendar months, each of them to pay 50 fine, and to enter into their own recognisances of 1,000 each, and two sureties of 500, to keep the peace for seven years."

At community level we work to make children on the streets visible to society and to help people understand the issues that cause children to run away and that face them on the streets and on the platforms. We invest time and skills in preventative intervention, with the aim of creating ‘safety nets’ within communities to catch children who are at risk of running away before they do so.

TWO:The whole mode of coming into possession of these papers has something in it revolting to all honourable minds. Franklin, aware of this, insisted that they should not be printed nor made public, but only circulated amongst a select few. But the same motives which had induced Franklin to break his pledged secrecy, operated on the Assembly. They determined to make them public, and therefore pretended that other copies of them had reached them from England, and that they were thus absolved from all conditions of secrecy. This was totally false. The story was invented for the occasion, and the letters, without the name of Whately, to whom they had been addressed, were published by the Assembly. It was left to be inferred by the public, that they had been sent officially to England by the Governor and Lieutenant-Governor, and the Assembly voted the writing of them ample evidence of a fixed design on the part of the British Government to destroy the Constitution and establish arbitrary power. A petition was dispatched to be presented by Franklin to the king, calling for the removal of Hutchinson and Oliver from their posts. When these letters were read under these false impressions, sentiments were found in them which assumed a wholly exaggerated character, and the flame produced was, as Franklin and the Assembly intended, of the most furious kind.The rapid growth of the commerce of the American colonies excited an intense jealousy[166] in our West Indian Islands, which claimed a monopoly of supply of sugar, rum, molasses, and other articles to all the British possessions. The Americans trading with the French, Dutch, Spaniards, etc., took these articles in return; but the West Indian proprietors prevailed upon the British Government, in 1733, to impose a duty on the import of any produce of foreign plantations into the American colonies, besides granting a drawback on the re-exportation of West Indian sugar from Great Britain. This was one of the first pieces of legislation of which the American colonies had a just right to complain. At this period our West Indies produced about 85,000 hogsheads of sugar, or 1,200,000 cwts. About three hundred sail were employed in the trade with these islands, and some 4,500 sailors; the value of British manufactures exported thither being nearly 240,000 annually, but our imports from Jamaica alone averaged at that time 539,492. Besides rum, sugar, and molasses, we received from the West Indies cotton, indigo, ginger, pimento, cocoa, coffee, etc.
TWO:Meanwhile, the British and Prussian armies advanced, and on the 1st of July Wellington was within a few miles of Paris, with his right on the heights of Richebourg, and his left on the forest of Bondy; and Blucher, at the same time, crossing the Seine on the 2nd, posted his army, with its right at Plessis-Piquet, his left at St. Cloud, and his reserve at Versailles. In this position, Commissioners were sent by the Provisional Government to Wellington, desiring a suspension of hostilities, informing him that Buonaparte had abdicated and retired from Paris. The Duke replied, that so long as the army remained in Paris there could be no suspension of hostilities, and that he had no authority to treat on any question of government. The Commissioners demanded whether the Allies would stop if Napoleon II. was proclaimed? Wellington said "No." Whether they would stop provided they chose another prince of a royal house?probably meaning the Duke of Orleans. As the Duke said he had no orders to accept any such proposals, they were useless, and he handed to them the proclamation of Louis XVIII., offering to grant constitutional liberties, and to pardon all offenders, excepting a few who had committed the most recent and aggravated treason. These were supposed to mean Ney, Labdoyre, and some others. Wellington offered, however, to remain where he was on condition that the regular troops should be sent beyond the Loire, and the town be held by the National Guard till the king's arrival. The Commissioners did not comply with this demand; and the necessity of such compliance was sufficiently shown by this army disputing the advance of the Prussians on the 2nd of July. They had resisted Blucher at St. Cloud, Meudon, and in the village of Issy. Blucher succeeded, but with considerable loss; and the next day the French made another attack to recover Issy, but without effect.At first the course of affairs was not eventful. On the 7th of May Pitt moved a series of resolutions as the basis of a Bill for reform of Parliament. The main features of this scheme were those of taking measures against bribery and corruption; the disfranchisement of boroughs when a majority of the electors was proved corrupt; and the addition of a hundred new members to the House of Commons, nearly all of them from the counties, except an additional member or two from the metropolis.
TWO:Again, on the 22nd of March, Burke made another earnest effort to induce the infatuated Ministers and their adherents in Parliament to listen to reason. In one of the finest speeches that he ever made, he introduced a series of thirteen resolutions, which went to abolish the obnoxious Acts of Parliament, and admit the principle of the colonial Assemblies exercising the power of taxation. In the course of his speech he drew a striking picture of the rapid growth and the inevitable future importance of these colonies. He reminded the House that the people of New England and other colonies had quitted Great Britain because they would not submit to arbitrary measures; that in America they had cultivated this extreme independence of character, both in their religion and their daily life; that almost[216] every man there studied law, and that nearly as many copies of Blackstone's "Commentaries" had been sold there as in England; that they were the Protestants of Protestants, the Dissenters of Dissenters; that the Church of England there was a mere sect; that the foreigners who had settled there, disgusted with tyranny at home, had adopted the extremest principles of liberty flourishing there; that all men there were accustomed to discuss the principles of law and government, and that almost every man sent to the Congress was a lawyer; that the very existence of slavery in the southern States made white inhabitants hate slavery the more in their own persons. "You cannot," he said, "content such men at such a distanceNature fights against you. Who are you that you should fret, rage, and bite the chains of Nature? Nothing worse happens to you than does to all nations who have extensive empires. In all such extended empires authority grows feeble at the extremities. The Turk and the Spaniard find it so, and are compelled to comply with this condition of Nature, and derive vigour in the centre from the relaxation of authority on the borders." His resolutions were negatived by large majorities.
TWO:Such were the difficulties under which Congress and Washington had been struggling through this winter to raise and keep together any considerable force; whilst General, now Sir William Howe, had been completely dozing at New York. The first movements of Howe were to execute several detached evolutions, and a vast quantity of stores were destroyed. As a retaliation, the Americans sent Colonel Meigs over to Long Island, to a place called Sag Harbour, where the English had a great quantity of provision stores, which they learned were very remissly guarded. Meigs, who had been trained under Arnold, conducted the enterprise very adroitly. He passed the Sound in whale-boats in the night, landed without much difficulty before the break of day, and began to fire the magazines. He met with a brave resistance from the crews of the merchants' vessels; but, having two hundred men, and there being no soldiers to oppose him, he destroyed twelve of the trading vessels, took ninety prisoners, and returned triumphantly without the loss of a single man. In the meantime, Washington had quitted his encampment at Morristown, and taken up a strong position at Middlebrook, about twelve miles from Princeton. On the 13th of June[238] Howe at last marched out of New Brunswick to attack him. On this, Washington called to his assistance a great part of the troops in the highlands, the whole force of the Jersey militia, whilst Arnold, who had the command at Philadelphia, was actively engaged with Mifflin in preparing defences for the Delaware. The object of Howe was to draw Washington from his entrenchments, certain that, on fair ground, it would require little exertion to totally dissipate his army; therefore, after marching up almost to the American lines, he commenced a retreat, evacuated even New Brunswick, and fell back to Amboy. Washington fell into the snare; he sent a strong force in pursuit of Howe, who, keeping up the ruse, threw a bridge over the narrow strait which divides Staten Island from the mainland, and sent over part of his baggage and a number of troops. Satisfied then that Howe was bent on resuming his old quarters at New York, Washington quitted his camp, which had cost him so much labour to create, and descended with his main body to Quibbletown. On seeing this, Howe advanced again, and dispatched several bodies of soldiers by different routes, to get, if possible, between Washington and his old post on the hills, so as to bring him to an engagement on the plain. Washington instantly became aware of his design, and retreated with all speed. Lord Cornwallis, who led the British van, notwithstanding, managed to come up with him, and fell upon a division of three thousand strong, advantageously posted, and defended with cannon. Cornwallis's charge, however, threw him into confusion, the rout became general, and the British pursued them as far as Westfield, when, coming to a woody country, and the heat of the day being intense, they halted for the night. This halt was the salvation of Washington: it enabled him to regain his old fortified post in the hills, leaving behind him part of his cannon, and about two hundred men killed.
THREE:The cider tax passed, opposed by thirty-nine Peers and a hundred and twenty Commoners; but it left a very sore feeling in the western counties, that cider, worth only five shillings a hogshead, the poor man's meagre beverage, should have a tax levied on it nearly doubling the price; whilst that at fifty shillings a hogshead, the rich man's luxury, only paid the same. The growers even threatened to let the apples fall and rot under the trees, rather than make them into cider, subject[179] to so partial a tax. No imposition had excited so much indignation since Sir Robert Walpole's Excise Bill, in 1733. In the cider counties bonfires were made in many places, and Bute was burnt emblematically as a jack-bootJack Buteand his supposed royal mistress under that of a petticoat, which two articles, after being carried about on poles, were hurled into the flames.

THREE:William IV. was welcomed to the Throne with great acclamation. They had two children, both of whom died in infancy; and as the king was in the sixty-fifth year of his age, and the queen was not young, there was no longer any hope of a direct succession to the Throne. Altogether, Charles Greville's verdict on the king"something of a buffoon and more of a blackguard"is excessively severe. If eccentric and hot-tempered, William IV. was straightforward and upright. He had some knowledge of foreign affairs, and thoroughly understood his position as a constitutional king.

THREE:The progress of our manufactures was equally satisfactory. At the commencement of this period that great innovator and benefactor, the steam-engine, was produced. The idea thrown out by the Marquis of Worcester, in his "Century of Inventions," in 1663, had been neglected as mere wild theory till Savery, in 1698, constructed a steam-engine for draining mines. This received successive improvements from Newcomen and Crawley, and further ones from Brindley in 1756, and Watt extended these at the end of this period, though this mighty agent has received many improvements since. Navigable canals, also, date their introduction by the Duke of Bridgewater, under the management of Brindley, from the latter end of this period, 1758. Other great men, Arkwright, Compton, Hargreaves, etc., were now busily at work in developing machinery, and applying steam to it, which has revolutionised the system of manufacture throughout the world. In 1754 the Society of Arts and Manufactures was established.Since the year 1833 the sum of 20,000 was all that had been granted by Parliament for popular education. Up to this time the National Society and the British and Foreign School Society had, without distinction of party, enjoyed an equitable proportion of the benefit of this grant. The Government were now about to propose an increase, but they determined at the same time to change the mode of its distribution, and their plan gave rise to a great deal of discussion on the subject during the Session. The intentions of the Government were first made known by Lord John Russell on the 12th of February when he presented certain papers, and gave an outline of his views. He proposed that the President of the Council and other Privy Councillors, not exceeding five, should form a Board, to consider in what manner the grants made by Parliament should be distributed, and he thought that the first object of such a Board should be the establishment of a good normal school for the education of teachers. Lord John said that he brought forward the plan not as a faultless scheme of education, but as that which, on consideration, he thought to be the most practical in the present state of the country. The new committee on the 3rd of June passed several resolutions, one of which was that in their opinion the most useful applications of any sums voted by Parliament would consist in the employment of those moneys in the establishment of a normal school, under the direction of the State, and not under the management of a voluntary society. They admitted, however, that they experienced so much difficulty in reconciling the conflicting views respecting the provisions they were desirous of makingin order that the children and teachers instructed in the school should be duly trained in the principles of the Christian religion, while the rights of conscience should be respectedthat it was not in their power to mature a plan for the accomplishment of their design without further consideration. Meanwhile the committee recommended that no grant should thenceforth be made for the establishment or support of normal schools, or any other schools, unless the right of inspection were retained, in order to secure a conformity to the regulations and discipline established in the several schools, with such improvements as might from time to time be suggested by the committee. The day after the committee had adopted these resolutions Lord Ashley moved a call of the House for the 14th of June, when Lord John Russell, in seconding the motion, stated that Government did not intend to insist upon their proposal to found a normal school. This was a weak concession to the Church party, but it did not prevent Lord Stanley, the author of a similar measure for Ireland, from attacking the Bill with the full violence of his eloquence. The vote was to be increased to 30,000. The House, after a debate of three nights, divided, when the grant was voted by a majority of only two. On the 5th of July the subject of education was introduced to the notice of the Lords by the Archbishop of Canterbury, who defended the Church, and objected to the giving of Government grants in a manner calculated to promote religious dissent. He[464] was answered by the Marquis of Lansdowne. The Bishop of Exeter, the Bishop of London, and several other prelates addressed the House, and gave their views on this great question. The Archbishop of Canterbury had brought forward a series of resolutions embodying the Church views of the subject. These Lord Brougham vigorously opposed. The House divided on the previous question, when the first resolution, the only one put to the vote, was carried by a majority of 111. This resolution condemned the Order in Council, and in consequence of it the Lords went in a body to the Queen to offer their remonstrance against the proposed change in the mode of distributing the grant. The remaining resolutions were voted without a division. Nevertheless the Ministry succeeded in carrying a modified scheme, by which it was provided that the inspectors to be appointed by the Committee of the Privy Council should be chosen with the approval of the Bishops, and should present their reports to the bishop of their diocese as well as to the Committee of the Privy Council. Thus the Church practically monopolised the grant.

Children end up on the streets for a mixture of reasons, though poverty is usually at the heart of the problem. In the countries where we work, conflict and poverty combine to force children onto the streets. In many cases a child's family can no longer afford to care for them properly or may need their help to supplement the family income and help put food on the table.
